I am writing in response to your comments about public housing residents.
You said that
they  should not be just not bad neighbors but should  be judged by what
they do for
the community.    I think we all  should take responsibility for the things
we can  and that
means not taking advantage of the system.   I was almost killed on the
street today (hit by a car) delivering medicine to my neighbors in the high
rises on the West Bank  in the 90 degree heat.  Most of my delivery
customers on the West Bank in subsidized housing are not mobility-impaired
and could very easily pick up their own medicine.

Living  in a high rise and not knowing the language is quite a disadvantage,
but residents
should at least know how to operate their  intercom system to allow a
delivery person to
enter and schedule to be home if they choose to use a delivery service.
That  is  just
common courtesy.
