At the press conference held at Jackson Street Village, a supportive housing development in St. Paul, the governor explained his plan: "I am committed to helping Minnesota's long-term homeless become more successful and self-sufficient. The governor's plan includes $400 million in new and retargeted existing resources from state, local, and federal government, as well as philanthropic and nonprofit organizations, in partnership with the private sector. His plan will target resources to meet the housing needs of the estimated 4,000 people experiencing long-term homelessness, which is defined as: " An individual, unaccompanied youth, or family with children who has either lacked a permanent place to live continuously for a year or more, at least four times in the past three years, or prior to any incarceration or institutionalization, and may have mental illness, chemical dependency, or co-occurring mental illness and chemical dependency." Governor=20 Pawlenty Announces Plan to End Long-Term = Homelessness=20 by 2010  On=20 Jan. 7th, Governor Pawlenty = kicked off his=20 plan to end long-term homelessness by announcing a proposal for $20 = million in=20 state bonding=20 for the construction and rehab of supportive housing.   At the press conference = held at=20 Jackson=20 Street=20 Village,=20 a supportive housing development in=20 St.=20 Paul,=20 the governor explained his plan: "I=20 am committed to helping Minnesota's=20 long-term homeless become more successful and self-sufficient.  The $20 million in=20 bonding=20 we hope to provide is just the first step in our Administration's = business plan=20 to tackle this very real problem." =20 The announcement of the governor’s plan to end long-term = homelessness and=20 his support for $20 million in = bonding=20 for supportive housing is a victory for housing advocates who have been = working=20 for decades to end homelessness in=20 Minnesota.  The governor’s plan = includes $400=20 million in new and retargeted existing resources from state, local, and = federal=20 government, as well as philanthropic and nonprofit organizations, in = partnership=20 with the private sector.  = His plan=20 will target resources to meet the housing needs of the estimated 4,000 = people=20 experiencing long-term homelessness, which is defined as: “=20 An=20 individual, unaccompanied youth, or family with children who has either = lacked a=20 permanent place to live continuously for a year or more, at least four = times in=20 the past three years, or prior to any incarceration or = institutionalization, and=20 may have mental illness, chemical dependency, or co-occurring mental = illness and=20 chemical dependency.”   The=20 working group on supportive housing will convene on Feb. = 11th=20 (note meeting change) to review their draft report to the legislature, = which is=20 due on Feb. 15th.  = (See=20 events section below)  For = more=20 information visit MHFA’s web site = at:  http://www.mhfa.state.mn.us/

Action=20 Alert—Tell President Bush:  = Protect,=20 don’t cut the voucher program! =20 A January 4 = article in=20 the New York Times begins:  = “Facing=20 a record budget deficit, Bush administration officials say they have = drafted an=20 election-year budget that will rein in the growth of domestic spending = without=20 alienating politically influential constituencies.   They said the = president’s proposed=20 budget for the 2005 fiscal year, which begins Oct. 1, would control the = rising=20 cost of housing vouchers for the poor, require some veterans to pay more = for=20 health care, slow the growth in spending on biomedical research and = merge or=20 eliminate some job training and employment programs.  The moves are intended to trim = the=20 programs without damaging any essential services, the administration=20 said.”

  =

Call=20 President Bush at 202-456-1414 with the following=20 message:

  • I recently = read that=20 the President intends to look to the Housing Voucher program as a way = o cut=20 domestic spending in his 2005 budget.=20
  • Two million = families,=20 seniors, ad people with disabilities have vouchers that help them = afford=20 modest housing.  = Providing housing=20 assistance is and essential service! =20 Most voucher holders have jobs; they just don’t earn = enough to afford=20 housing.  And all = voucher holders=20 contribute towards their rent—typically 30% of their = income.  (Insert your own story about = how the=20 voucher program has helped you or people you work=20 with.)=20
  • The voucher = program is=20 an effective market-based approach to closing the gap between what = people earn=20 and what housing costs.  = The cost=20 of the voucher program is rising because the cost of affordable rental = housing=20 is rising. =20
  • With many = thousands of=20 people on waiting lists for vouchers and homelessness on the rise, = President=20 Bush should be figuring out how to solve the affordable housing = crisis, not=20 cutting vouchers.  = President Bush,=20 don’t try to solve your deficit problem on the backs of low = income=20 families!

Call=20 today!  The President is = currently=20 working on his 2005 budge, which will be unveiled the first week of=20 February. =20 Report results = of your=20 calls to Katie@nlihc.org or to = 202-662-1530=20 x222.  (Source:  NLIHC)=20

Lobby and Rally Day at the Capitol Tuesday, February 17 Join HousingMinnesota and the Minnesota Coalition for the Homeless as we meet with legislators to achieve Homes for All by 2012! Individuals and organizations can register on our web site (www.housingminnesota.org ) and we will schedule meetings with Representatives and Senators to discuss our policy agenda, including support for Governor Pawlenty's initiative for $20 million in bonding authority for permanent supportive housing for the long-term homeless. We will provide a brief training session in the morning, and a rally in the Capitol Rotunda at 1:00 PM. This is a great opportunity to join with hundreds of other Minnesotans in support of housing issues - please register today so we can set up a meeting with your legislators! For more information, please contact Matt Ryg, HousingMinnesota VISTA organizer at 651-649-1710 x121 or mryg@mhponline.org . Action Alert! Thank Governor Pawlenty for his commitment to end long-term homelessness! As reported in the last Bulletin, the governor announced a $20 million bonding request to build supportive housing for people experiencing long-term homelessness. This is the biggest request by any governor for bonding resources to be devoted to affordable housing. Despite the governor's support for this initiative, there are many issues that will be competing for the limited amount of bonding dollars available. The fight for this $20 million for supportive housing may be a tough one. Write, call, or email Governor Pawlenty today and thank him for his commitment to affordable housing and his commitment to securing $20 million in bonding for supportive housing. To contact Governor Tim Pawlenty please write, phone, fax or e-mail. Dr. Martin Luther King Jr. Blvd. St. Paul, MN 55155 Housing in the Presidential Election: Housing Shows Up on Campaign Websites As the 2004 presidential election gets underway, candidates are aware that advocates for a wide spectrum of issues will be searching their websites and reading their literature in hopes of finding a candidate who promises support for their issues. Housing advocates will find that six of the 10 candidates for president have at least one section regarding their plan to address the affordable housing crisis on their website. Click on the candidate's name to be directed to their housing agenda: President George W. Bush (R) , Retired General Wesley Clark (D) , Governor Howard Dean (D) , Senator John Edwards (D) , Senator John Kerry (D) , Representative Dennis Kucinich (D) . Representative Dick Gephardt (D-MO), Senator Joe Lieberman (D-CT), Ambassador Carol Mosely-Braun (D) and Reverend Al Sharpton (D) do not address their plans to address the affordable housing crisis on their website. However, this absence may not mean these campaigns do not have a housing agenda. For example, in a response to questions on their urban agendas from the Detroit News, Mr. Gephardt says he would "create a national trust fund to develop low-income housing" and Senator Lieberman says he would "create special accounts to help poor people buy homes."
