This first year of the session the Legislature will consider the state's biennial budget for 2006-07. There is a projected state budget deficit of approximately $700 million dollars. Given the deficit, HousingMinnesota will plan to spend a significant amount of time at the legislature ensuring funding for housing programs is preserved and in some cases increased. Since the bonding bill did not pass during the 2004 session, it is highly likely that there will be a bonding bill this session. There will also be an effort to fund the services and operations necessary to fund existing supportive housing as well as the new supportive housing resulting from this bonding initiative. Tax policy remains an important way to accomplish our goals for affordable housing. HousingMinnesota will also proactively seek new resources and mechanisms to promote affordable housing through the tax code. We will promote a charitable tax credit for affordable housing and a housing zone concept that will provide new resources and tools to develop affordable housing. HousingMinnesota's Legislative 2005 Priorities * Provide tax relief to low-income rental properties that lost the lower 4d class rate and are experiencing tremendous tax increases as a result of higher property valuations. * Promote a supportive housing package of legislation including the governor's $20 million bonding proposal, and services and operating costs for existing and new supportive housing. * Leverage additional housing resources by creating a state affordable housing tax credit. * Promote Housing Zones where a set of tax incentives and prioritization for state funding are offered for the production affordable housing in areas of job growth. Respond to Governor Pawlenty's Request for Budget Ideas Now "Governor Pawlenty launched a web site, www.minnesotabudget.state.mn.us to provide an opportunity to identify spending priorities. The Governor asks what you think is most important to the state, what is most important to you personally, and then provides a space to identify where you would increase, cut or keep the same level of funding in nine program categories. The Governor's survey assumes that there can be no new revenues. Therefore if you identify areas where state spending needs to increase, you must cut in another category. In addition, the Governor's website does not allow participants to see overall results. The Governor's budget outreach web site also has a box for ideas and comments as one component of the exercise, and this is a place to offer ideas as long as they fit on one short line. If you are concerned about the political choices to address the state's needs and the $700 million deficit with no new revenues, then you do have a chance to add your comments. Based on the Up Against the Wall report, NLIHC also released a ranking of the most unaffordable states in 2003. The new rental "unaffordability" index ranks California as the most unaffordable state for renters in 2003. HOME Line surveyed renters in Hennepin, Dakota and Anoka counties and found despite most rents falling within HUD's guidelines only one third of landlords accept Section 8 vouchers. This could become an increasing problem as Bush Administration program reductions cause more landlords to be wary of the program. (Source: Simpson Housing Services) OTS proposes weakening CRA Regulations "On November 19, the Office of Thrift Supervision (OTS) proposed to weaken its Community Reinvestment Act (CRA) regulations by expanding the CRA definition of "community development," allowing savings associations to design their own CRA examinations, and possibly eliminating the CRA investment test. These actions would reduce lending, investments and services in both rural and urban low- to moderate-income communities, the very communities the CRA was designed to benefit. Specifically, the OTS proposes to divert lending, investments, and services from these communities to higher-income communities by expanding the CRA definition of "community development" to "include: (1) Community services targeted to individuals in rural areas; and (2) activities that revitalize or stabilize rural areas," regardless of whether these are low- to moderate-income areas. The OTS also proposes to reduce the amount of investments and services in low- to moderate-income communities by allowing large savings associations to design their own CRA examinations. In addition, the OTS is considering diverting much needed capital from low-to moderate-income communities to higher-income communities. Finally, the OTS is considering cutting the amount of investment in low to moderate-income communities by eliminating the investment test. The CRA is the primary reason for increased lending in low- to moderate-income communities Advocates are being urged to comment on the OTS's proposal. The report analyzes and makes recommendations on the Rural Housing Service's Section 515 portfolio. The study found that the portfolio is "preservation worthy" based on the quality of the properties as well as their locations. Comprehensive restructuring is recommended, as opposed to short-term solutions. The study includes a number of findings. Prepayment is found to be not as big of a problem as originally thought, and it might be an acceptable option when both assisted and non-assisted tenants are protected. Another finding states that restructuring a property's capital structure is cheaper than pouring large amounts of rental assistance into a property. USDA will review the report to determine what actions need to be taken to modify the Multi-family Housing Program. (Source: National Low Income Housing Coalition) New Report on Race and Rural Housing "Rural minorities are among the poorest and worst housed groups in the nation, according to a report released by the Housing Assistance Council (HAC). "Race, Place, and Housing: Housing Conditions in Rural Minority Counties" examines housing in rural counties where a specific racial or ethnic minority accounts for one-third or more of the population. The report uses Census 2000 data to examine African-American, Native American, and Hispanic populations in rural minority counties, as well as to draw conclusions about rural minority counties overall. The report finds that residents of these counties experience high and persistent poverty rates and high rates of substandard and cost-burdened housing. Although they have high rates of homeownership compared to minorities nationwide, homes of minorities in these counties tend to have very low value, lessening the benefits of homeownership. Lack of access to conventional financial services means that many rural minorities rely on subprime and predatory lending, which further increases the costs and erodes the benefits of homeownership. High rates of overcrowding reveal an "invisible" form of rural homelessness, as displaced families double up with friends and relatives. HUD Announces Voucher Funding Guidelines The U.S. Department of Housing and Urban Development (HUD) released a notice describing how it will fund the Housing Choice Voucher program for FY 2005. Congress and the President recently approved funding for the FY 2005 voucher program. To avoid delays similar to those that contributed to the funding crisis last spring and summer, HUD was instructed to announce final funding levels for each public housing agency (PHA) by January 21, 2005. The funding levels were determined by averaging spending from May-July 2004 and applying an inflation adjustment. Minnesota's population is only increasing due to high birthrates and immigration from other nations, not migration from other states. Neighboring states are actively recruiting Minnesotans and succeeding. Iowa Department of Economic Development Spokeswoman Tina Hoffman said, "Our message is, 'You know what we're about, we have the same Midwestern values but without some of the hassles you're experiencing now - the cost of living, the housing affordability.'" Ron Anderson feels confident his custom fabrics plant may have solved its labor shortage problem, but he says there's an even bigger problem looming. "All of it is going to depend on housing," said Anderson. "That is the critical thing. If we don't get the housing, we're going to be stymied, and the growth for this company that we're taking on is going to be done in some other state by themselves. We won't be doing it." According to the report, Minnesota's housing wage is $15.07 - nearly three times that of minimum wage. As in past years, there is not a single county in the country where a minimum wage earner can afford the fair market rent for a two-bedroom apartment. The report includes data for every state, county and metropolitan statistical area (MSA). The statistics in this year's Out of Reach report cannot be compared to data from past reports because new data was used to calculate the information and HUD's fair market rents remain controversial. U.S. Mayors Report Slowing Increase in Shelter Demand Among Cities The U.S. Conference of Mayors released the results of its annual survey of hunger and homelessness. The report, which includes data from 27 cities including St. Paul, indicates that homelessness continues to grow nationwide. The average increase in requests for shelter dropped from 13 percent in 2002, with 20 out of 25 cities reporting an increase, to 6 percent in 2003, with 19 out of 27 cities reporting an increase. But among the cities, there was wide variation. Some cities showed much larger increases in requests for shelter, while others showed fewer requests than in 2003. The report also includes information from the cities that highlight specific challenges and trends they are seeing in serving homeless people, including successful projects that have been suspended due to the lack of new housing subsidies. The report further provides detailed information on the innovations and strategies that are proving effective in different cities.
